HL provides a wide range of munitions and explosives hazards remediation and risk reduction services within the United States (U.S.) worldwide. We focus on providing safe, effective, and cost-efficient professional explosives risk mitigation services to our government and commercial customers that meet their needs and “get them where they want to end up at”. Risk assessment and planning, resource planning and management, stakeholder and regulator communications, and safety and quality monitoring of operations are keys to accomplishing a successful munitions and explosives remediation project safely, on time and within budgets, and to the best industry standards for performance.
Our ownership and executive management have provided unique and specialized munitions and explosives remediation throughout the U.S. and worldwide for over 30 years. We have conducted work on numerous military and commercial properties contaminated with munitions and explosives of concern (MEC) and post and active conflict zone nations containing explosive remnants of war (ERW). These hazards have included; Unexploded Ordnance (UXO), Discarded Military Munitions (DMM), Chemical Warfare Material (CWM), Hazardous-Toxic-and Radioactive Waste (HTRW), landmines and cluster munitions, improvised explosive devices (IED), and weapons and munitions components.
Our full-service, in-house munitions and explosives hazards capabilities include a team of more than 200 EOD and UXO technicians, ammunition technicians, and EOD-qualified divers, who collaborate with numerous engineers, geophysicists, scientists, mechanical equipment operators, and other specialists. We have the full capability to recruit, hire, vet, and mobilize 100s of these subject matter experts worldwide within very short mobilization periods.
We own half a million dollars in specialized EOD and MEC equipment and have access to millions of dollars in plant equipment, rolling stock, demolitions explosives, tools, and equipment. We have a comprehensive supply chain network supported by a worldwide network of vetted vendors and suppliers. Our procurement and purchasing processes are all compliant with U.S. and international regulations and fully auditable.
Our Explosive Ordnance Disposal (EOD) and UXO technical experts and trained and experienced to assess and address explosive, chemical, and biological filled munitions and hazardous devices challenges on land and in marine environments. Our proven and certified safe field techniques, tactics, and procedures (TTPs) have optimized munitions response activities for millions of dollars in support to government and commercial clients worldwide including; U.S. Department of Defense (DoD), US Army Corps of Engineers (USACE), Department of State (DoS) and other clients.
MEC AND EXPLOSIVES HAZARD SURVEY, INVESTIGATION, AND
REMEDIATION WITHIN THE U.S.
HL ownership and executive management staff have over a combined 100 years of relevant and practical experience within the U.S. and Territories planning, organizing, managing, and conduction MEC and explosive hazards survey, investigation, and remediation. HL has worked on over 15 sites in the last 2 years performing 100s of man-hours without a single accident or zero performance issues. We are fully capable of performing the entire life cycle of work on contaminated sites to include; Formerly Defense Sites (FUDS), Base Realignment and Closure (BRAC) Properties, active installations, and other properties contaminated with munitions and explosive hazards. All MEC and explosive hazards work is conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), DoD, Federal, State, and Local Laws and Regulations. All HAZWOPER operations are planned and performed in compliance with the Occupational Health and Safety Administration (OSHA) 29 CRF Occupational Safety and Health Standards.
HL works closely with our government and commercial partners and customers to address emerging munitions and explosive hazards on their properties concerning the environment, health, and safety (EHS) management. Our EOD and UXO specialists help track, maintain, audit, and improve clients’ EHS management systems. Our MEC and explosives risk mitigation services include impact assessment, due diligence, feasibility studies, site selections, and site remediation strategies. We prepare risk management plans, develop plans for responding to the discovery of contamination, develop alternative strategies to remediation such as implementing land use controls (LUC) or long-term monitoring. All of our MEC and explosives hazards work is supported and guided by regulator reviewed and approved Work Plans, Site Safety and Health Plans (SSHP), Accident Prevention Plans (APP), Explosive Safety Submissions (ESS) and Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPP).

HL is expertly qualified in designing and implementing processes and procedures in compliance with the United Nations Mine Action Service’s (UNMAS) International Mine Action Standards (IMAS), UN Ammunition Technical Standards, and various host nations' standards. All of our management and supervisory technical advisors are qualified EOD subject matter experts.
